[Onboarding] How do you know whether onboarding is too administrative and not operational enough?

I usually ask whether the new hire leaves onboarding understanding the role or just having completed the tasks. A process can be very organized administratively and still leave people unclear about priorities, team norms, who to go to, and what early success actually looks like.
