[Operations] What do you do when employees keep asking HR questions that managers should be answering?

I do not assume the answer is simply telling employees to go back to their manager. Usually if employees are coming to HR for basic manager-owned questions, something in the system is training them to do that. It may be a trust issue, a manager capability issue, or an expectation issue.
