[Performance] How do you coach a manager who avoids giving direct feedback?

I usually start by figuring out why the manager is avoiding it. Some managers are worried about conflict. Some want to be liked. Some do not know how to give feedback clearly without sounding harsh. If I skip that part and go straight to telling them to be more direct, the behavior often does not change.
