[Compliance] How do you explain policy to a manager who only cares about speed?

I try not to explain policy in abstract HR language if the manager is clearly focused on speed. I connect it to what they actually care about: making a decision that holds up, avoiding rework, preventing inconsistency across employees, and reducing the chance that a rushed action creates a bigger problem later.
