I would separate urgency from vagueness. If the need is real, then the fastest useful move is to clarify the minimum information required to make a decent decision instead of pretending we can source cleanly without it. I would ask the stakeholder to define what is truly fixed, what is flexible, and what risk they are willing to carry.
