[Core] How do you know when you have enough understanding to stop analyzing and start moving the team forward?

I usually look for a point where the remaining unknowns are manageable rather than nonexistent. If the business objective is clear, the major stakeholders are aligned enough to move, the key rules and edge cases are visible, and the team can explain what it is building and how success will be tested, that is usually enough to proceed.
