I would design the routine around a short list of non-negotiables and clear zone ownership. Before the door closes, each crew member should know which section they are scanning and what issues must be surfaced immediately: unresolved seating or baggage problems, safety equipment concerns, exit-row problems, visible passenger distress, and any cabin condition that can delay departure or create a problem after pushback.
I would also build a fast callout method into the routine. The lead should not have to discover unresolved issues by accident. Crew need a simple way to say, in effect, "my section is ready" or "my section is not ready because of this specific issue." That keeps the decision point clean.
