I would not assume the data is right and the stakeholder is wrong, or the other way around. A mismatch between perception and data is a signal to investigate. Sometimes the stakeholder is reacting to a real issue that is hidden inside an aggregate metric. Sometimes the metric definition is off. Sometimes the problem is recent and not yet visible...
